Presentation
As the World enters the second year of the Pandemic, states are rolling out different budget and tax strategies as to strike a balance between the increased needs of the welfare and the long run sustainability of the economic efforts : most of these address taxation. On one side it is necessary to increase the amount of resources available, but on the other money has to be found in ways compatible with the (expected) economic growth in 2021. Europe and Asia are apparently following different paths. In the Union, the Commission has (and currently is) making available unprecedented financial resources, but is asking the Member states to act responsibly in their use and consistently with a well settled masterplan. In the east, countries are developing individual agendas shifting the burden of taxation on different taxable bases and fine-tuning the fiscal systems as to provide the necessary support do citizens and stakeholders.The purpose of the conference, promoted by the University of Ferrara and the China University of Political Sciences and law, is to compare the European approach to COVID-19 response in the field of taxation with the ways and means adopted in the East, finding similarities and divergencies and eventually arguing whether regional answers are adequate or not for the months to come.
